Article 84
Formation of the House of Representatives

(1) The House of Representatives shall consist of two hundred and seventy-five members as follows:-
(a) One hundred and sixty-five members who will be elected according to the first-come, first-served election system by establishing one hundred and sixty-five constituencies based on the population and geographical suitability and uniqueness of Nepal.
(b) One hundred and ten members who will be elected according to the proportional election system that considers the entire country as one constituency and votes for the political party.
(2) When a political party nominates candidates for the election of the House of Representatives held in accordance with the proportional election system, based on the population, women, Dalits, tribal tribes, Khas Arya, Madhesi, Tharu, Muslims, and backward areas will be represented on the basis of a closed list according to the federal law. Geographical and regional balance should also be taken into consideration while giving candidature. Explanation: For the purposes of this sub-section, "Khas Arya" means Kshetri, Brahmin, Thakuri, Sannyasi (Dashnami) community.
(3) In accordance with sub-section (2), the political party shall make provision for the representation of persons with disabilities.
(4) The election of the members of the House of Representatives according to sub-section (1) shall be by secret ballot in accordance with the law (5) Every Nepalese citizen who has completed eighteen years of age shall have the right to vote in any one of the constituencies according to the federal law.
(6) A person who has the right to vote in the election for members of the House of Representatives and who has qualified according to Article 87 shall be eligible to be a candidate from any constituency subject to federal law. But the same person cannot be a candidate in more than one constituency at the same time.
(7) If the term of the House of Representatives is more than six months remaining and the position of a member becomes vacant, such position shall be filled by the same procedure as was filled by the election system.
(8) Notwithstanding anything contained elsewhere in this Part, by every political party represented in the Federal ParliamentAt least one third of the total number of elected members should be women. During such election, if one-third of the members of a political party cannot be elected from among the members elected in accordance with clause (a) of sub-section (1) and clause (a) of sub-section (2) of section 86, such political party shall, under clause (b) of sub-section (1) ) when electing a member according to this, at least one-third of the total members to be elected to the federal parliament from their party should be elected.
(9) The election of the House of Representatives and other related matters shall be in accordance with the federal law.
